1. Purpose

The primary purpose of the Performance Management Sub Group is to scrutinise, monitor and evaluate the effectiveness of LSCB partner agencies and commissioned organisations for the purposes of safeguarding and promoting the welfare of children in Liverpool.

This is achieved by asking individual organisations to:
  • Self-evaluate evidencing the effectiveness of the service;
  • Review internal procedures and policies auditing regularly to ensure effectiveness and adherence;
  • Provide routine data requisite to LSCB performance management requirements.
  • Audit case files.
The Performance Management Sub Group also ensures that organisations comply with statutory requirements.

Performance reports and updates on service delivery are provided to the LSCB Strategic Board for governance.


2. Membership

Membership reflects the multi-agency partnership of LSCB. Agencies are represented, at a level of seniority that enables attendees to speak with authority on behalf of their service or organisation, together with chairs of LSCB sub groups.

3. Meetings

The Performance Management Sub Group meets quarterly. Additional meetings may be called upon request and with the agreement of the Chair. Meetings will be quorate if at least three agencies are represented. Any member of the sub group may propose agenda items. The chair will confirm and agree the final agenda.


4. Accountability and Reporting

The Performance Management Sub Group is accountable to Liverpool Safeguarding Children Strategic Board.


5. Authority

The sub group operates under delegated authority from the LSCB to act within the scope of the agreed terms of reference.


6. Work Plan

The subgroup works to an annual work plan agreed by the strategic board of LSCB. A progress report is provided to the Board by the chair of the sub group quarterly.


7. Aims and Objectives

The group will:
  • Assess the effectiveness of the help being provided to children and families, including early help;
  • Assess whether LSCB partners are fulfilling their statutory obligations set out in Working Together (2015);
  • Quality assure practice, including through joint audits of case files, involving practitioners and identifying lessons to be learned;
  • Monitor and evaluate the effectiveness of training, including multi-agency training, to safeguard and promote the welfare of children.

  • Action plans from SCRs: Multi & Single Agency
  • How learning from reviews is embedded in practice;
  • Feedback from multi agency audit groups and audit activity;
  • LSCB sub group action plans and evidence of impact from activity.
